Scope for this course is mostly the same for countries around the world:
State department is responsible for IT SEC and Cyber Security on national level (such as Indian CSIRT under the Ministry of Communications and Information Technology). People responsible for IT SEC in all state departments, overview of them. See at Government of India Web Directory.

Ministry of Defence, partially Ministry of Law and Justice, Ministry of Information and Broadcasting, Ministry of Science and Technology. Private companies developing, selling or implementing IT SEC or CYBER SEC

Yes, your decision is correct. It's good to do MBA rather than going for MCA. MCA is highly technical orientated and which is a further study of what you have learned in BCA classes. But MBA is not like that you will learn how to manage a company and you can also use the knowledge of BCA when required. In my opinion, you should go for MBA and do your higher studies and get placed in an IT firm. There, you can use both technical and managerial skills.
