Yes, MCA is equivalent to BE/B.Tech as per industry norms, though academically BE is an under graduate degree, while MCA is a post graduate degree.

This entirely depends on in which field you want to make your career i.e if you want to do Master in computers then MCA will be useful, otherwise, MBA will be good for various management roles.
But, yes, your pay package and profile will be better after completing MBA (provided you pursue the same from a good college).

There are very few state entrance exams for MCA, mostly MCA exams are either college or university based. Maharashtra and Tamil Nadu conduct there MCA entrance exams.
