No, a 3rd-year student is not considered to be eligible for appearing GATE. Previously, it was allowed even for a 3rd-year student to give the GATE exam. But, from the year 2012 onwards, the third-year students are restricted to give the GATE exam. But the scorecard is still valid for two years.

Recently five courses of IET Lucknow ( Mechanical Electrical CSE Electronics and Civil engineering) has got the accreditation of NBA
So IET is very good for Mechanical engineering course.

UGC has decided that no professional course could be done by distance education mode and hence debarred all universities from offering such courses by distance education mode. In view of this, I do not think Kalinga University will be offering engineering graduation under distance mode. However, you can think of doing AMIE which is equivalent to a degree in engineering. It's very nice to see that you are interested in doing graduation in engineering via distance education mode. But I am afraid that this route is now stopped. UGC has issued instructions to all universities that no professional course should be offered via distance mode. Perhaps you can choose to do AMIE which is equivalent to graduation in engineering.
