Different colleges have different procedure. It may so happen that you have to start from UG based on your 12th and your Diploma is put to no use. But different countries also have different procedure. Seek help here

A Diploma holder can definitely seek admission in lateral mode directly in second year of four years engineering course. You should go through the prospectus of the course provided by the college to know about details of selection, eligibility, fee, etc.

If you are interested in pursuing your career as a Design Engineering, you can learn one of the design software like AutoCAD, CATIA, PTC Creo, SolidWorks, etc. In case you are interesting in analysis / simulation, you can go through some short courses in analysis software like Ansys, MoldFlow, Fluent, etc.
