If you studied 12th then you can definitely appear for JEE Mains. If you joined Diploma after 10th, then you can't apply for JEE Mains.

You cannot do mechanical engineering degree after 10th. You are eligible for seeking admission in B.Tech after 10+2 with PCM subjects.

Average package should be around 3-4 lakhs but depends which industry comes to PCCOE for recruitment. So do not worry about average package, just concentrate on your studies and try to make yourself placement eligible.
