All these courses have a good scope. All that matters is your interest. Yes, CS has a very good placement history in every college. But if you are technically equipped in other branches as well, you can get a similar good package. So, go for a branch of your interest and learn as much as possible.
Hope this was helpful.

Hello Puneeth,
If you want to pursue your Masters abroad and that too in English speaking country then you can do so in US, Canada, Australia, England, etc. I think other countries may have but you should restrict to these four only.

Yes, with this rank, you will get a good college like:
Jalpaiguri Government Engineering College for Mechanical Engineering
You should go with mechanical, rather than IT. There are lots of opportunities in mechanical.

Choosing any stream in engineering should be your personal choice and interest. Both the branches are different. I think you should choose electronics and communication.

It is not a very well known engineering college in the country or in the state or in the city. This is mainly because it is being recently started. The faculty in the departments are pretty decent but not very great. I have heard that focus on research is good in some departments like mechanical and automobile, but is really bad in some core departments like Electrical. Placements are not that great.
