Hi,
You can check universities in Australia, US, Canada, New Zealand, Singapore, China and Hong Kong, the Netherlands and so on. Germany is one of the best countries for mechanical engineering however you can not apply with a Diploma.

I would say, it is not up to me to suggest a stream for you. It would completely depend on your field of interest. However, there are many students from engineering background who take lean operations and systems when it comes to MBA programme. Maybe, you should look into it.
