There are no IITs that provide Aeronautical Engineering. The best IITs (IIT Bombay, IIT Kanpur and IIT Kharagpur) offer Aerospace Engineering, which is a bigger system than Aeronautical Engineering (including both aircraft and spacecraft). To apply to a top IIT you will need a good rank for the JEE Advanced exam. The best options for Aeronautical Engineering (into a purely Aeronautical Engineering program) in India are IIST Thiruvananthapuram, MIT Manipal and Amity University Noida.

JEE Main, JEE Advanced, MHT-CET, TNEA, KCET, COMEDK UGET, and MET (MIT Manipal's Entrance Exam) are the most popular entrance exams for BTech Aeronautical Engineering in India. A few private colleges such as Amity University Noida also take admission via interviews, so one can get admission without a JEE score. There are more than 80 private engineering colleges that accept merit-based applications.

Hi Prasad,
Yes, you can take admission to a BTech in Aeronautical Engineering after completing a Diploma in Mechanical Engineering through the lateral entry scheme directly into second year (3rd semester). There are some colleges which may offer lateral admission. For that, please chck college website for detailed requirements.
Also, even if there is no lateral admission offered, you can still apply for BTech Aeronautical Engineering and start the UG course from Semester 1 since you have a PCM background in Class 12 (mandatory for Engineering courses).
