Yes, you can. You need minimum 50% in Graduation to be eligible and you already have 58%, which is enough. Good scores in CAT will help you to get into a good B-school of your choice.

It depends on what specialization you would be looking for and are in sync with your skills and expertise. You may read and research about it a bit more and decide because mechanical is a core branch and can lead to various specialization from automotive, aerospace to photonic.

Canadian Universities don't require GRE. Your IELTS score is good. You can definitely get into a decent university.
You can try for :
1) Concordia University
2) Windsor University
3) University of Western Ontario
4) New York Institute of Technology, Vancouver
5) Lakehead University
6) Brock University
