I am not sure of you getting top NITs but you can get NIT Srinagar, NIT Silchar, SVNIT with your given marks. Other than these you can also get the below mentioned colleges

Your mains scores are very low and it is not possible to get a seat even with you reservations. You would require a score of 100 or 120 and above for OBC

You can pursue your Bachelor's degree abroad. But, it will be very much expensive as it is a 4 years program. Generally, people study Master's program abroad as it is only for two years and its worth doing it.
My suggestion is, finish your Bachelor's in Mechanical Engineering in India. Get good grades,improve your profile. Apply for Masters program abroad.
