Admission requirements vary from university to university. Normally GATE scores are required for international students in addition to TOEFL or IELTS scores. For the minimum score requirements please check university websites.

Generally 60% or first division in s required for lateral entry but some colleges may ask for 70 or 75% marks for lateral admission in BTech second year.

I am not sure of you getting top NITs but you can get NIT Srinagar, NIT Silchar, SVNIT with your given marks. Other than these you can also get the below mentioned colleges
