For Mechanical Engineering, I would suggest you University of Engineering & Management (UEM) under IEM group. Govt of India, MHRD, NIRF has ranked IEM group as 3rd in Bengal after IIT Kharagpur and NIT Durgapur. The top 4 of Bengal within 100 in order are:-
1) IIT Kharagpur
2) NIT Durgapur
3) IEM Kolkata
4) IIEST Shibpur (Formerly BESU)

After b.tech in mechanical, you are spoilt for these choices at master's level:
1. Thermal Engineering
2. Computer Integrated Manufacturing
3. Automobile Engineering/ Automotive
4. Manufacturing Engineering
5. Material Technology
6. Industrial Engineering
7. Product Design and Development
8. Industrial Safety Engineering
9. Mechatronics
10. Aerospace/ Aeronautical is also available in few institutes.

Lateral entry option is only possible in India. At the best, to study abroad, you can shortlist the countries first and then universities. Write to them about the courses you hv taken in your diploma and request them to see if the credits can be given for those or not.
For admission abroad you will also need SAT and TOEFL/IELTS 6 band.
