121 score is just around the qualifying score in NEET 2017. As per the current situation, it will be difficult for you to get a government seat in India.
You can apply for admission to MCI listed government medical universities in Russia.
The course is offered in English medium at good universities for Indian students. Education is affordable.

Do B.Sc from biotech and then MBA in hospital management if you are interested from IIMs or Symbiosis or other reputed colleges. You'll turn richer than a doctor.
