You can start your preparation from now ,continue your preparation with graduation.Civil service exam is not easy so you have to work hard
1. Firstly know the syllabus of the exam
2. Prepare with the best books & don't go for too many books
3. Know the exam pattern
Rather then this I can suggest you to keep other government as a back like you can also prepare for SSC CGL ,Railway exam & more because there is too much competition so you can think about it once.

Hi Neha,
You have mixed your exams. TMS would be required.JEE Mains is not acceptable.JEE Advanced is.for Bachelors of Science . Here is an article to give you some insight
