The B.Tech direct 2nd year admission in asked college are done through the State CET Cell, Maharashtra State, Mumbai in the month of July every year.

To get admission in Modern Education Society's College of Engineering, candidates need to qualify either Maharashtra common entrance test (MH-CET) or JEE Mains for B.tech & B.E courses.
The minimum eligibility criteria is 10+2 passing certificate from a recognised board.
So, your diploma degree with 72 percentile is additional and not need for the admission of the course you're interested in.
You would have to qualify either of the exams stated above so as to get the admission.
