Project management and construction management has not developed as a full fledged management subject. For construction and project management, so far only NICMAR Pune is a deserving and well recognized institute. It has following courses which you may consider:

This multi-disciplinary programme of studies builds upon the concepts and methodologies of management, engineering, architecture, law, information technology, social and behavioral sciences and combines theory with practical experience and research work. This programme has been designed to suit the needs of students from India.
Placement is very good for Pune Campus for ACM (Advance Construction Management) and PEM (Project Engineering Management) and it is 100 percent with average package of 6 lakhs

For specialization in HR, nothing is better than TISS. It has comprehensive course structure with six internships in total- 4 mandatory internships during the four semesters and 2 internships at the end of each year. Placements are good as well. You get a wholesome learning experience and damn good exposure during your time over there.
Im myself a TISS HRM aspirant and have done an extensive research on the same. I guess if HR is your forte then TISS should definitely be in your priority list apart from IIMs and XLRI.
There is just one little thing I didnt mention above is that TISS offers an MA degree in HRM/HR&LR while other B-school offers you a PGDM. In my opinion, the exposure and learning curve matters rather than the degree you get. If you have enough experience nobody would deny you.
