ECE is better if you have interest in electronics or else for you civil will be better. In the top 10 NITs, infrastructure for ECE is good. For other NITs, civil will be a good option.

If you will apply for scholarships on national scholarship portal during given time period after admission in college in IIIT or NIT, then you will get 50 % off in tuition fee every semester. College will alert you about scholarships during 1st or 2nd semester.

Better to apply for lower nits like eastern side nits, NIT Srinagar, NIT Kurukshetra, NIT Hamirpur, etc. No chance in CSE, but you can try for civil, chemical or mechanical.
