I don't think you can get admission in an IIIT with this rank even in special round. You can try for GFTIs.

Considering general category, with this rank you would have very little chances of getting a seat in NIT-KKR.

You have no chance in good NITs and in IIITs, he can apply for new IIITs like IIIT Sri City, Kotak, Nagpur, Vadodara, Kalyani, etc.
