It totally depends on following:
1. Cut off of colleges.
That mostly depends on number of students giving exam.
2. Seat available in colleges
3. If you have any quota, e.g.-handicap, sportsmen etc.

In my opinion NITs are much better than DTU because NITs provide good quality of CSE faculties. They also provide good computer labs. NITs course curriculum is also good.

Yes, there is a chance for you, but the upper nits have stuff competition for CS branch, and you have to get better rank for this, but you can try. Hopes are very less. You can try for other branches like ECE and IT in NITs and IIITs, are like to same branches.
