Our expected category rank will be around 9900. You have less chances to get top NITs but you can get others. To check which NITs you can get based on your marks/rank you can use below college predictor

Best NIT you can get is MVNIT, Jaipur, Nagpur NIT, and below and non-core branches in NIT Surathakal. Moreover, don't go for college names, prefer good streams over them.

You are likely to get NIT, but with average rank, LMNIIT with a decent branch, though don't go with NIT less than 15th position among them. Moreover, shortlist the colleges according to their last year cutoff.

You might be having marks around 95. The chances are very less for a good NIT with decent branch. Use college predictor for this https://www.shiksha.com/b-tech/resources/jee-mains-college-predictor
Moreover, you can go for top 6 to top 15 (in between). Do not opt for less than them. They are as same as local colleges.

No, but with 28 in OBC, the student is not likely to get into any of the NIT's. He should try for Private University.

Though, you have a decent category rank, I would suggest you to try for MANIT CSE, or MVNIT, Jaipur with EEE or mechanical. You will not get the top 4 NIT's but try hard for IIIT's. Use college predictor to get a better Idea. https://www.shiksha.com/b-tech/resources/jee-mains-college-predictor.
