Yes, you can. One can give JEE Mains for three consecutive years and JEE Advance for two after class 12th. You can always change your college after first year, if you get desired rank. With 116 marks it's not possible to get any NIT. You can try for other colleges.

CSE in NIT-Bhopal is better than chemical engineering in Surat, no matter that NIT-Surat is far better than NIT-Bhopal, but taking core branch is highly beneficial than taking a non-core branch.

With 21489 rank in JEE Mains, you will get admission in IT and electronics & communication branch. You have to choose one of the branches among these two.

Well even with 27K rank, it is certainly possible that you'll just make it into some of the NITs. If you apply for home state quote, I guess you'll certainly qualify for some branches that are less in demand such as textile, food processing, integrated M.Sc material science and metallurgy, etc. However, if you really want to bag that NIT tag with a good branch, you'll have to rely on the northeastern and new NITs like Silchar, Meghalaya, Agartala, Sikkim, etc. As their general cut-offs are also way too low. So, it's your decision to go for some better NIT with your home state quota or you can opt for North Eastern NITs or even other go
