As you mentioned CBSE, therefore, I am considering that you seek admission in BE/B.Tech.
For admission in NIT, you need to have minimum 75% marks in class 12th.
For admission in Thapar University, the eligibility criteria is as follows-
Minimum 60% marks in class 12th and at least 20% aggregate marks in JEE Mains 2017.
Or
At least 80% marks in 10+2 or equivalent examination with at least 15% aggregate marks in JEE mains 2017.

With your marks in JEE Mains, you can perhaps get admission in one if the NIT's but not too 15. For that you should score about 200+ marks. However, there is a possibility of getting admission in some obscure branch in top 15 NIT's.

Your question is very cryptic. You have only mentioned that you have passed JEE Mains. Yes, admissions to NITs are indeed based on results of JEE Mains and if you have cleared then surely you can apply.

Your marks in JEE Mains are tantalizingly close to get admission. I feel, you perhaps can get admission in one of the NIT's, if not in the old NIT's for which requirement of marks is on higher side.

To get admission in NIT, you need to score around 300 marks, if you want specific college and branch. But, with newer NIT's, you can get admission even with less score.

If your rank is about 12,000, I am sure you are bound to get admission. I feel mechanical engineering also is possible in your desired NIT.
Best wishes for your admission.

Your chance in getting admission in any of the NIT's lies in selecting that NIT, which is recent and select that course for which many students may not apply. The other choice is that you can appear next year again and score good marks.
