Yes. All NITs have what is called as home state quota. 50% seats are reserved for domiciles of the state.

It is considered enough, if you get around 250 to 280 marks to get admission in NIT. There are lot of NITs offering variety of courses, and if you want to get a particular course in a particular NIT, then you have to get a better score.

I do not know why, but your query has come to me almost ten months after you posted it. I hope by now you must have got admission in one of the engineering colleges.
Where did you finally get admission?

You have asked an existential question. Answer unfortunately is straight forward no. Other institutions which take score from JEE Mains do accept lower scores, but these too have already been announced. You definitely need to score 75% or more in your boards to get into IITs.

With only 108 marks in JEE Mains, you would have cleared cutoff but still long way off towards getting admission. Remember marks are out of possible 360.
