You need a proper offer letter, or admission confirmation from the college, to apply for visa. The institute in most cases will assist you in the visa process.

Yes, you can but there are certain conditions which one has to fulfil:
*One must have completed his 1st year without any backlog/reappear.
*One should have the minimum percentage required in eligibility qualification of current year (in which student is seeking migration) .
*Student has to submit Migration certificate and Character certificate from head of present institute / university from which he/she is migrating.
*Mapping of transcripts is done and for this one has to pay mapping charges . If this goes well and there are no issues in mapping , one can join the university.
*After joining he supposed to spend 2 or more years in univers

Shri Mata Vaishno Devi College is the best as it takes admission on basis of JOSAA. It is a government institute.
