Transferring from one engineering college to another? Even though it's possible theoretically, it's not possible practically. This is so since almost all private engineering colleges treat students as money making machine. Hence they feel that if you quit and go to another college, they will lose money. You have to resign to your fate and continue in the same college till you complete your graduation.

To get scholarships that will make it like free for you at oxford, you have to spend on preparation as well. IELTS exam shall make you pay for them. So please do not work for a FREE thing.
