There isn't a predetermined parameter as such for assigning supervisors to PhD students at most of the popular colleges and universities in India. Sometimes students themselves look for the ones whose expertise aligns well with their research topic, or the supervisor is appointed by the department based on the available research faculty, keeping in mind the workload and subject matter expertise of the professor. So, it usually varies from one college to another.
