It's too early to think about Ph.D. For Ph.D you need to complete your Masters first so plan for your Masters first and then plan about pursuing Ph.D.

Biotechnology has numerous opportunities abroad particularly in RnD. I will advice you to retake GRE if you can, try for a score above 310. MIT, Columbia University, Caltech, George Mason, University of Oxford, ETH Zurich etc. Visit the university websites for research opportunities in the field of your choice and write to them along with your research questions or proposal.
