Hi Rachna,
You must write to the university regarding IELTS or any other requirement, they may ask for a GRE too. Tuition fee for international students may range from $8000 to $15000 a year. You must check the tuition rates on university websites, if it includes health coverage and additional student fee. As for Ph.D admissions, you can get in touch with the department specific advisors, enquire about stipends, assistantship, scholarships, international student awards, etc.

The eligibility criteria of most of the universities in India is minimum 55% for general category candidates and 50% for reserved category candidates. You may not be eligible for seeking admission in Ph.D as a general candidate.

Ph.D is not equivalent to B.Ed. Ph.D is a doctorate degree after post graduation and is required qualifications for teaching in universities. B.Ed is a graduation degree in field of education and required qualifications for TGT and PGT teaching in schools.
