Unlike in India, you must be accepted by a research supervisor in foreign universities to pursue Ph.D. Requirements and process also differ. You need to rigorously and excessively research on universities offering research work in your area of interest, email them and also share your research proposal or interest with them. Keep checking the websites for admission notifications and apply. Universities in US will require a GRE. Overall expenditure also varies, most Ph.D programs in US are funded and they offer full funding or on-campus research assistantship jobs. This is not so in UK anr Europe and the fee may range from 100

Both, Canadian and international students are eligible for Vanier scholarships. To be eligible, however you must be nominated by a Canadian University or be a full time student into a Masters or Ph.D or post-doctoral program. Excellent academic record and research orientation would be required.
