The rules for changing the college vary according to university rules from time to time. So, we would suggest you to inquire from the concerned colleges and its authorities.
Generally, the procedure for college to college transfer is: apply to the Registrar in the prescribed manner for permission for such transfer prior to making the desired transfer with valid reasons for the transfer proposed. An application for a transfer shall be accompanied by
(I) Written consent of the Principal of the College in which the student is studying;
(ii) The written promise of admission from the Principal of the College which he proposes to

Yes, there is entrance examination for B.Pharma course by Jamila Milia University. The coming 5th of July, 2017 is the upcoming examination for this course at the University.

The eligibility for D.Pharma is:
Minimum 17 years of age and maximum 23 years on or before 31st December 2016
Pass in Plus two examination with 50% in Physics and chemistry as compulsory subjects along with Mathematics or Biology .
Pass in D Pharm course from an institution approved by Pharmacy council of India under section 12 of the Pharmacy Act.
Any other qualification approved by the Pharmacy council of India as equivalent to any of the above examinations.

You should choose any one of them according to your interest as both best in terms of placements.
If you choose mechanical as your branch preference then you have a chance to become an IES, means class 1 officer held by UPSC.
