If you can understand English decently then yes, you can apply as the course curriculum has English as its medium of instruction.

For both, you need to complete 10+2 with PCM. There is a common feature if you know engineering, you can understand nuances of flying an aeroplane quickly and correctly. If you are interested in engineering then chose AE and if you are interested to handle the controls, pilot training is a good but expensive option.
