Yes, IGNOU allows all to apply. Select a course and then see whether there is any Experience clause. Otherwise, IGNOU is an Open Learning Institution so rightly available to you.

I feel the public administration has a much wider set of opportunities of employment as compared with Political Science. These days almost every industry is looking forward to employing professionals in this field. Political Science can perhaps get you only teaching jobs.

The difference lies in the span, while political Science is a discipline public administration just one sub field among many other within the domain of political Science. It is same as pure Science and engineering. Political Science is politics and public administration.

Hello Kaira,
Its very nice to know your desire to learn something different than engineering. Normally, open universities do not have any restriction on admitting students for any course and hence the concept of management quota is irrelevant. Also as its a distance learning method, there is no college. The University will send you all material and you have to study at your convenient time.

After the completion of B.Tech, you may take up B.A. In Political Science. There is no restriction as such and also it's widely available in the country.

Hello Anil,
There are universities & universities. Some will give admission based on graduation in any subject with 45% or 50% marks. Some others require graduation in same subject. If you do not want to waste three years doing B.A. Then I suggest you should seek admission in a open university like IGNOU. You can download brochure cum application form, go through it and start process of M.A.

But since you've put this question on Quora I'm sensing that there is a hitch.
Well, doing MA in Political Science after BTech is not something usual. But then again people switch streams everytime.
Before doing so just make sure that you are clear in the head on these questions.
Why Arts?
Why Political Science?
How will you justify this decision to your parents? (That's important too)
What after Masters?
After everything sit down and make a list of universities you would like do to this degree from. Make sure you go to a good one.
