For specific requirements, you have to check the page of the faculty. You will need a good personal statement and recommendation letters too.

There is no barrier to do MBA after B.A. What you all just need to do is to score qualifying marks in entrance exam and more than 50% in your graduation with a recognised university. Yes, IGNOU allows all to apply. Select a course and then see whether there is any Experience clause. Otherwise, IGNOU is an Open Learning Institution so rightly available to you.
