There is no entrance exam for this course in DU. The admissions take place on the basis of your percentage and the cut-off determined by the colleges of the university.

The minimum marks that will make one eligible for MA is 45%. However JNU conducts an entrance exam to restrict intake to authorised levels as well as to ensure that students with required skills only get admitted. IGNOU is the university formed by central govt and is recognised by UGC and AIU. Hence degrees awarded by it are also recognised by other universities in India. Hence don't worry. You can apply in JNU based on degree of IGNOU.

These two subjects are as divers as chalk from cheese. Political Science graduation could be your stepping stone for your career but programming too is very interesting subject involving logical reasoning etc. What is important is what is your liking. Which of the two subjects fascinates you? My advise would be follow your heart.
