JNU is the top University that offer MA in International Relations in India. JNU is considered one of India's top-ranked universities for postgraduate and research studies. UGC NET is a national-level entrance exam conducted for admission to PhD courses. If you wish to pursue a PhD in Public Administration then you would have to qualify for this exam. The entrance exam is conducted in two sessions. The first session would be common for all candidates. The second session is specialisation specific, that is, you have to answer questions based on your specialisation which is Public Administration.
