It all depend on you, if you quit the Polytechnic course, then you have to do your class 11th and class 12th for further graduation studies. And, you will be starting your graduation from 1st year, but if you complete your Diploma, then you will get admission in 2nd year of graduation course. Thank you.

Yes, you have to take an entrance exam as without entrance exam you will not get admission in civil engineering at MS Ramaiah College.

Please tell me where you wish to pursue the engineering Diploma course like state and district name. However, if you are from Maharashtra, then you can get direct admission in Diploma courses. The DTE Maharashtra is the nodal officer to carry out the admission under the supervision of competent authority.
