Hello,
Yes after completion of your Diploma in engineering you can definitely seek admission directly in second year of engineering under what is called as lateral admission procedure. The admissions invariably are based on the marks obtained in the Diploma examination. In almost all the states in India, these admissions are done centrally by what is called as the directorate of technical education of the state. You may apply on their website after going through all the requisite process. Best wishes to you.

BCA as the course curriculum of BCA in most colleges of India includes the syllabus of Polytechnic along with other topics as well. If the question is about pursuing Polytechnic in a different domain altogether, then it is my advice to choose a stream in which a person wants to establish a career in and then proceed further. Pursuing 2 different courses in different domains rarely leads to something good and mostly results in the career path going astray. Kongu College of engineering at Erode in Tamilnadu admits students based on the guidelines given by the state of Tamil Nadu. In this state, there is no entrance exam and admissions are based on marks obtained in 12th standard.
