Hello Adarsh Upadhyay, Polytechnic is a term that is normally reserved for a college or an institution which imparts training for teaching to students who have taken admission for becoming Diploma holders in engineering. Now a days many state governments conduct an entrance exam for screening students who have passed 10th examination for giving admission based on merit in this entrance exam which is sometimes called as Polytechnic entrance exam. Admission is through Centralized Admission Process of Maharashtra based on marks obtained in class 10th, there is some percentage of All India Quota for admission apart from state quota, you can get admission through it.

No, Diploma or Polytechnic isn't equivalent to an associate degree. It is equivalent to intermediate.

Yes, definitely but you have to enrol in an undergraduate programme as universities abroad don't have lateral entry scheme for polytechnic candidates.
Also, shortlist country first as compared to college/university due to various visa regulations, work regulations, etc.
