The fee details are not available on asked College website. However, on the basis of information gathered from other sources, the course fee is about Rs 21,000 per year. While the hostel fee is about Rs 56,000 per year.

Candidates will be admitted on the basis of AIBFEE (Civil Engineering). The fee of course will be Rs 35,000/- annually.

It is very nice to see that you are interested in going to the education field. Normally speaking, the eligibility criteria for this entrance exam conducted by NCERT is 12th. Now many states have declared Diploma as equivalent to 12th. So please check with the institution from where you did Diploma and obtain this equivalence cert. Pass in SSLC / 10th / O Level from any recognised Board or Council with an aggregate of 35% in Mathematics and Science.

It is very nice to hear from you that you are interested in doing graduation in engineering albeit via distance education mode. I am afraid this is now not possible. UGC has prohibited all universities from offering any professional courses via distance education mode. However, you can still think of doing AMIE that is equivalent to graduation in engineering for all practical purposes. Best wishes to you.
