Yes, you can get admission in Government Polytechnic College, Pune in Diploma in mechanical engineering course under institutional quota only. For more details regarding admission and institutional quota directly contact the concerned college. The eligibility criteria for this course is SSC/10th with science & maths with 35% of aggregate marks.

I first appreciate your thought of joining Railways, and I want to clear you something. If you are really wishing for posts like ALP, Je( your Polytechnic Diploma is eligible, but I want to make sure that you have done your polytechnic Diploma in regular basis, and it is a valid undergraduate program approved by AICTE.)In that case, you are eligible to appear for an exam in railways. So, you could apply for that post easily, when you can compete.

You can't pursue, because you are a government employee, and then age may differ. But, you got good percentage. If you want to pursue regular means, you should leave government job and you can go attend the regular B.Tech class.

The admissions for even the undergraduate courses in Tamil Nadu or not based on any entrance exam. The admissions are given based on the marks obtained in the 12th exam by a student. Of course, there is a minimum percentage of marks prescribed but it is so low that almost every student will clear this minimum requirement, in the similar fashion the lateral admission in the second year of engineering based on diploma are also done not based on any entrance test but based on the marks obtained in diploma.
