IGNOU's degree is at par with any degree of any good university in India. So, you surely can apply for MA in any regular university. But there is a catch. Many universities have norms where they do not prefer students who have done a Bachelor's course from IGNOU so, at the end, it depends on the university.

If you are failing in commerce, then probably you don't have an interest in the same. Try taking humanities. That way you will be able to complete your schooling first.
