Yes students are allowed to appear for entrance exam for PG even if results of UG are not announced. However admission in MA will depend on your passing and obtaining other criterias if any.

You have to ask this to the university abroad you are applying to. University of Madras's distance education is approved by UGC but foreign universities also have their own policies, they may require more verification and evaluation as per their standards.
