Failing in physics or any subject in the HSC Board and getting a good score in MHT CET actually are not related issues. However a student is declared to have cleared MHT CET only and only if he has cleared his HSC board examination. So I am sure you are asking the question perhaps with the assumption that a person has failed and then subsequently cleared HSC and then went on to score good marks in MHT CET. Yes, he will be definitely be eligible to get admission in PICT or COEP, after fulfilling all the related criteria if any. In terms of college, PICT is better.
In terms of job opportunities (in India), CS is better.
