These are very few University in the world (I mean very few) who offers the core specialization of Machine Learning in Masters Level. Either they offers MS in Data Science or particularly MS in Artificial Intelligence. Now, coming on to eligibility, then yes, you have to come from engineering background (not necessarily from CS or IT) to opt for this course. However, if you don't require any professional degree like MS, you may start learning these things on your own (if you are from non-engineering background). I know the few people who are working as Machine Learning specialist and Data scientists after BBA. So it's all depends upon the path you choose. Choose it wisely. Hope this helps.

Purdue University is a very competitive university in USA. Admission is based on a combination of the following criteria:
• CS course background and major GPA,
• Class rank,
• Letters of recommendation,
• Your statement of purpose,
• Research experience, publications,
• English Proficiency.
Generally, GPAs above 3.5 on a 4.0 scale is required. Applicants must have received a four - year Bachelors or equivalent degree before the term, they intend to enroll. TOEFL-100 and IELTS- 7.5 are required and GRE scores are not required for admission and do not need to be submitted.
