No, not all universities always offer SAT cutoffs for reference. Applicants sometimes will have to look at admission stats of previous years to assess the benchmark SAT cutoffs when preparing for the exam and to target a score to secure admissions.

No, on the digital SAT, everyone gets a different question. Based on answers to questions, the difficulty or ease of the upcoming questions is adjusted. Thus, the question tested for one test taker will be different for the other test taker. Similar or patterned questions may be asked but not the same content questions.
Everyone got the same questions on SAT exam when the exam was a pencil-paper based test.

There is no cut to cut answer to the question if the new or Digital SAT is easier than the old SAT. The difficulty level of the exam remains the same. However, with the introduction of Digital SAT, and adaptive testing feature coming into picture, the applicants can expect either easier questions or comparatively harder questions based on their in-exam performance. So there is no disadvantage.

Yes, it might be possible that the SAT score is released on a public holiday. The SAT scores are usually released before the weekend begins, that is, usually on a Friday. If the SAT score release is delayed it may be possible that they are pushed towards the weekend date (which usually doesn't happen).
