It is not about art. It is about creativity and your uniqueness. Firstly, stop underestimating yourself, you never know how talented you may turn up. Secondly, SAT is not just about art, it is more about time management, material utilization, technicality and 3-D concept. And fashion communication includes visual merchandising in which you will need to make a lot of 3-D models and all. In fact 3-D model i. e. a prototype is basically a core part of designing. If you don't want to take SAT and TOEFL, then you have to do your best in your board exam. In UK and Germany, many universities don't need SAT exam for Indian student. But, they strongly recommend to take IELTS. If you don't want to take IELTS as well, then you have to be very good in English as well. Taking such exam will increase your chances to get admission in famous universities. They will show your strength in particular subject. At last choice is yours.
