Scholastic Aptitude Test was basically used by many colleges in US & Canada as one of the criteria for giving admissions. Now some deemed to be universities or well-known Institutions having foreign collaboration also give admissions based on this. HSC board is just fine, why do you think it won't be accepted. GPA is very important and particularly the universities you are aiming for. All top ranking students will apply to these top universities so you have to think about the competition. Apart from GPA these universities also gives a lot of importance to test scores, extracurricular activities, awards, certifications and any other quality and skill which will differentiate you from other applicants.

This question is very subjective and the exact answer can only be given by the admission authority of that college. In general, there is a lot of criteria, which is considered for financial aid, your family economic conditions and capabilities. Your availability or sources of fund, your profile like (Entrance, GPA, Experience, extra-curricular, Awards and Recognition, etc.). If you are low in one area, you must have a strong hold over other areas. Practice is the key. Usually it is recommended that you first take a diagnostic test before preparing. After that start revising, you will know which areas you are weak and strong after the diagnostic test. It is also advisable that you enroll into a coaching center. They will give you the proper training and teach time management skills.

SAT has no eligibility, you can take it after your Diploma also to study Bachelor degree in USA.
