Yes, you can get a seat. Wait for the successive counselling rounds results, depending upon which you may be allotted a seat. Since your rank is 24k you may have to wait 2-3 rounds.

Sorry to say, there are very less chances for you to get into it, because the cut off generally is high for it. It is around 7k for IT and 4K for CSE. Hope this was useful. All the best.

Yes, you have to pay around INR 35000 and if you did not get a seat in the second round then you have to pay another INR 35000 for the counselling.
