Yes, there are very few college which may allow you to offer free seats, but let me tell you keep your hopes very low.

You have a very low chance of getting only JNTU that too in the 3rd counselling. But, it should depends on the seats left out in the counselling. You won't get admission in AU or JNTUK in any round of counselling. All the best.

No, you won't get any branch in RVR and JC in the first counselling, because of good reputation of the college top rankers will choose this college as their priority, so you may not be able to get admission. All the best.

It is difficult to get seat in your desired college, as your rank will not be sufficient to get seat in the college, because of limited seats and heavy competition, you are not able to get seat .All the best.

Yes, KCET merit seat includes tuition fees as well but the fees are less and affordable. Hope you got your answer.
