Learn English with the help of internet. So many apps are available on mobile phones. Try to learn some words on daily basis. Also, make a habit of reading English newspaper daily. Use English words when talking to your friends/family, etc.

Dear,
In terms of atmosphere, opportunities, events and students participation, I would recommend British council. They have a well-equipped library.
All the best.

To improve your spoken English, you should read newspaper, collect the vocabulary, find the meaning, learn it and even use it. You should also do loud reading. This way, you will be able to get the fluency. If possible, join a spoken English class.

There are institutes like WABS TALK, Inlingua and British Council, which offer English speaking courses. You can watch some English TV series with subtitles. If you know a friend who knows English well, then you should practice talking to him and ask him to point out your mistakes.
